Workaround
- In ArcGIS Pro 3.x, navigate to the annotation layer's properties and clear its cache.
- Alternatively, switch to the default version of the dataset and switch back to the branch version.
- In ArcGIS Pro 2.9, refresh the map after saving the edits to fix the issue.
