Additional Information

ArcGIS Enterprise 10.8.1 and ArcGIS Pro 2.9 are not supported configurations. The companion release for ArcGIS Pro 2.9 is Enterprise 10.9.1.

Workaround

Use ArcGIS Pro 2.8.
