Duplicate of BUG-000160228.Workaround
Use a different Microsoft Power Automate flow as outlined in this support article: https://support.esri.com/en-us/knowledge-base/how-to-include-arcgis-survey123-photo-attachments-in-an-000024579. The method described can create multiple emails, one for each attachment in the response.
