Additional Information
This is not a bug, and the feature is working by design. Currently, the only item types that support additional resources or download links are items that are backed by a service, such as map services and feature services. In these cases, there is a download panel with multiple download file formats as options and any additional resources or download links. At this time, non-service items only download the item itself and do not support any additional formats. However, it is recognized that there is a discrepancy in the documentation. Therefore, the documentation is to be updated by the team to specify which item types support additional resources. It is recommended that the author submit an enhancement request to support the additional resources feature for non-service items, such as a file geodatabase item.Steps to Reproduce
