This is expected behavior in ArcGIS Field Maps. When configuring a popup or a smart form for a string or text field, in order for the app to support the multi-line text entry, the popup or smart form must be configured accordingly. For the popup configuration, choose Multiple Line as opposed to Single Line for the textbox type. For the smart form configuration, choose Text-area as opposed to Text-box for the Input Type. This current behavior in ArcGIS Field Maps is more in line with those types of configurations and allows the map author to have that level of control on how the text is entered into the form.
