This issue is not reproducible in the current version of ArcGIS Online and ArcGIS Experience Builder as long as all requirements for custom basemap galleries to be publicly accessible are met (the group is viewable by the public and all maps or layers shared to the group are also shared publicly). Contact Esri Support Services if the issue persists.
