This issue is addressed in ArcGIS Pro 3.7, ArcGIS Pro 3.5.6, ArcGIS Pro 3.6.2, and ArcGIS Pro 3.4.6.Workaround
- Add a clickable link for a file name containing an ampersand (&).
- A pop-up can be configured by adding a text element, editing it, and hyperlinking the text.
