Unable to use the web adaptor for the Routing Utility service in ArcGIS Business Analyst Enterprise 10.7.1 in a federated portal environment. The error, "Error: An error occurred while creating a site. Please try again later." is returned.

Additional Information
This is caused by an incorrect private server URL being used by GeoEnrichment for drive time requests with this deployment pattern. This issue is fixed in the 10.8.1 release.Workaround
Navigate to the following location:
- Navigate to Portal Home > Settings > Utility Services > Directions and Routing.
- Change the routing service type drop-down from Routing to Service Area.
- Use the fully qualified domain name (FQDN) with the 6443 port rather than Web Adaptor.
- Restart the World GeoEnrichment Service in Server Manager.
