Additional Information

Issue is with Internet Explorer (IE) 10, not ArcGIS Online. Upgrading to IE 11 does not perpetuate the issue reported in IE 10.

Workaround

Use Google Chrome, Mozilla Firefox or Internet Explorer 9.
