Workaround
Use patchnotification.exe installed with ArcGIS Enterprise 10.8.1 or ArcGIS Enterprise 10.8. This applies to all components.
- Copy the patchnotification folder from the install directory of the older version in C:\Program Files\ArcGIS\<component>\tools. The folder contains three files: an application, a batch file, and a JAR file. Copy the complete folder.
- Rename the patchnotification folder on the machine hosting the ArcGIS Enterprise 10.9 components.
- Paste the folder copied from the older installation to the installation directory of the machine hosting ArcGIS Enterprise 10.9 components in C:\Program Files\ArcGIS\<component>\tools.
- Start patchnotification.exe. The proxy settings can be set now.
