This issue is addressed in ArcGIS Pro 3.2.
Image service limits in geoprocessing are enforced in ArcGIS Pro 3.1. By setting the analysis environment, the size of the output can be controlled, and the tool can run if the size of the output raster is within the set limit by the image service. This issue occurs with any geoprocessing tool accepting input image services, and must have the extent set accordingly.
For the 'Extract by Mask' tool, the default Analysis Extent value is calculated from the intersection of the input raster value and the input raster or feature mask data value. Both inputs must be provided to calculate the default extent in the tool, or specified via the environment settings.
Workaround
Set the environment extent to the input mask to force the validation of analysis.
