Unable to use the Explore tool to select a map service in a tile cache in ArcGIS Pro despite being able to use the Identify tool in ArcMap 10.7 to select the same map service with a tile cache.

Additional Information

This issue is not reproducible in versions 2.6 and above.

Workaround

In ArcMap, publish to ArcGIS Server and select the 'Dynamically from the data' option and not 'Using tiles from a cache'.
