This issue is addressed in ArcGIS Pro 3.8.Workaround
- Under Mask in the symbology setting, check the Display background value checkbox.
- Under Mask in the symbology setting, choose any color for the Nodata (except for No Color).
- Create a new color ramp in ArcMap using Algorithmic Color Ramp in ArcMap's Style Manager.
