Duplicate of BUG-000107898.Workaround
Sometimes deleting banners from <a href="file:C:/arcgis/arcgisportal/content/items/accountresources" target="_blank">C:\arcgis\arcgisportal\content\items\accountresources</a> helps, but as soon as one banner is uploaded, uploading another banner again returns the same error.Steps to Reproduce
