Additional Information
This issue is resolved as part of ArcGIS Enterprise 10.8.1 (And newer versions). Upgrade to take advantage of the associated fix. ArcGIS Enterprise 10.7.1 is now in mature support and not eligible for patch support.Workaround
Upload the CSV file to Portal for ArcGIS Map Viewer.
