This issue appears to be a third party antivirus issue, this is not a bug.
Workaround
Resolved with below solution :
- Checkpoint Endpoint Rules > Anti-Ransomware, Behavioral Guard and Forensics > Rule with exceptions -> Monitoring > Edit shared action > Add location > Certificate.
- To obtain the certificate, the administrator must provide the full path to ArcGISPro.exe file.
- Add the same exclusion as in step 1, under “Anti-Ransomware and Behavioral Guard – exclusions.”
