Additional Information
The hosted feature layer extent settings only apply to the overall feature layer. Additionally, searches use the extent. Refer to https://doc.arcgis.com/en/arcgis-online/manage-data/configure-item-details.htm#GUID-5EE48C5F-DD00-40F1-A39E-B0A3595BB8B8 for more information. The sublayer's 'Zoom to' option zooms to the extent of the data, and this is expected behavior.Workaround
Download the hosted feature layer as a file geodatabase and overwrite the layer from ArcGIS Pro.
