Unable to update the pandas package in a cloned Python environment through ArcGIS Pro's Package Manager.

Workaround

Create a clone from the Python command prompt without the --pinned flag. This will give a cloned environment that can update more packages, but be aware of the possibility of running into issues with ArcGIS Pro if a package is updated where a specific version was relied on.
