Additional Information

The issue was fixed in ArcGIS Enterprise 11.3. Upgrade to ArcGIS Enterprise 11.3 or the latest.

Workaround

If the user is using a combination of Creator user type and an Add-On ArcGIS Pro Basic/Standard/Advanced, the user can take the license offline.
