Workaround

Copy 'us_addr5.mat' and us_intsc5.mat' to %sdehome\geocode directory(e.g. <a href="file:C:/ArcGIS/ArcSDE/Ora10gexe/geocode)" target="_blank">C:\ArcGIS\ArcSDE\Ora10gexe\geocode)</a> on the sde server, then you should be able to create 'US Streets with City State Zip locator'.orupgrade ArcSDE to 9.2
