It has been determined this issue is related to Security-Enhanced Linux (SELinux), a security architecture for Linux systems.Workaround
Edit the arcgisportal.service file and add /bin/bash to the ExecStart and ExecStop lines:
ExecStart=/bin/bash /arcgis/portal/startportal.sh
ExecStop=/bin/bash /arcgis/portal/stopportal.sh
