The 3D Industrial Style is a special case. The 3D models contained within that style are restricted by licensing. Esri is not authorized to share the 3D models outside of Desktop applications, so a web style is unable to be generated from the 3D models. That said, we certainly have not made this limitation very clear. There is no way for a user to know this. We will work to improve the metadata for this style outlining the limitation, improving the error message that is raised to make it more informative, and adding information in the Help documentation about this case.Steps to Reproduce
