Additional Information
In order for an administrator to share another member's privately shared item with a group, the group must be viewable by 'Organization' or 'Everyone (public)'. Otherwise, the owner of the item must be a member of the group.Workaround
Share the item at the organization level, and then share the item with the desired groups.
