Unable to set group sharing for the hosted content in ArcGIS Online if the owner or member has at least 400 groups with the isViewOnly=true property. The 'You don't have any groups to share to yet.' message is displayed.

This issue is fixed in the ArcGIS Online October release.Workaround
- Add the content directly to the group through the group's Content tab.
- Leave the groups which are no longer needed.
- Have another administrator set the group sharing for the hosted item.
