Duplicate of BUG-000129693: The issue is a duplicate of BUG-000129693Workaround
Utilize the WKID number instead of the coordinate system name.
For example, change the line from arcpy.env.outputCoordinateSystem = arcpy.SpatialReference("JGD 2000 UTM Zone 54N") to arcpy.env.outputCoordinateSystem = arcpy.SpatialReference(3100).
