Additional Information
This issue is fixed in ArcGIS Pro 2.4.
Workaround
1. Add the hosted layer in Contents:
- Create a report by selecting the same layer from the drop-down list for the Data source option in the Create New Report tab.
2. Change the data source to hosted layer for created reports:
- Add any hosted layer (to be set as a data source) in Contents of the map.
- Switch to the Report tab.
- Right-click on Report in Content.
- Click Properties > Source > Browse for Data source.
- Select Maps under the Project option.
- Select the hosted layer to be used.
