This behavior is as designed. Currently, only organizations with active ArcGIS Hub premium can set a custom logo for the employee organization sign in page in the advanced ArcGIS Hub settings in the employee organization. An enhancement has been logged for this new functionality request: ENH-000159780.Steps to Reproduce
