Additional Information
From analyzing the behavior of the UKTIFF layer provided, the behavior is As Designed.
In the Map Viewer pop-ups, there is an option to 'Ignore NoData areas' and to 'Display top most image only'. By default these toggles are turned on. When the area near Grapeland Heights park is clicked, the top most layer returns NoData from the service and since the option to ignore NoData values is toggled there is no pop-up .
If any of these options are disabled, the behavior changes and the pop-up is visible in these areas as well.
Workaround
Instead of selecting Image Collection, select Multiple Imagery Layers. This creates separate imagery layers for each image, and these separate layers do not reproduce the issue.
