This issue is not reproducible in ArcGIS Field Maps after installing the following patch for ArcGIS Enterprise 11.1 - https://support.esri.com/en-us/patches-updates/2023/arcgis-server-11-1-map-service-and-custom-data-feeds-patch.Workaround
- Use hosted feature layers.
- Use Android.
- Remove the special characters from the domain values.
