Additional Information
This defect was logged against a version of the software which is no longer supported. The issue is not reproducible in newer versions of ArcGIS Enterprise Map Viewer. If experiencing this behavior, reach out to Esri Support Services as a new reproduction case is needed to continue investigation.
Workaround
The same zipped file is added to Portal for ArcGIS via My Content/Add Item/From my computer, with the 'Publish this file as a hosted layer' is checked. Then, add the hosted feature layer to a web map and save the web map.
