Workaround
There are two workarounds for this issue:
A. In new surveys
- Design your survey (except for media folder) and publish
- Update and shave the sharing settings for the survey in Survey123 website
- Copy content to media folder
- Republish the survey from Connect
B. With existing surveys
B.1. Update existing survey
- Move the content of the media folder to a different location
- Republish the survey
- Update and shave the sharing settings for the survey in Survey123 website
- Move content back to media folder
- Republish the survey
- Notice that it maintains the sharing settings after republishing
B.2. Create a new survey
- Create a copy of your survey in Connect (Save as from Connect)
- Move the content of the media folder to a different location
- In order to keep existing submissions from the original survey you can use submission URL to point the new submissions to the original hosted feature layer
- Alternatively, you can export existing submissions from the original hosted feature layer as FGDB and use it to append existing data to the hosted feature layer for the new survey
- Publish the survey
- Update and shave the sharing settings for the survey in Survey123 website
- Copy content to media folder
- Republish the survey from Connect
