Workaround
- Add the attachment to point features when editing instead of while creating. However, this is complicated because it is difficult to use this workaround in web apps.
- Add the attachment while using Map Viewer Classic. However, the issue with web apps remains.
None of these workarounds apply to using web apps, for example, ArcGIS Field Maps.
