Workaround
The workaround for the issue is to add fields to the source layer that the view layer is created from. Follow the steps below to resolve the issue:
- Find the view layer created on the ArcGIS Online Content page. On the item details page, use the existing fields on the Data tab to confirm the correct view layer is selected.
- From the view layer item details page, find the source layer and navigate to the source layer item details page. The details section has a 'Created From:' where the source layer can be found and clicked on. See the screenshot below:

- Go to the Data tab of the source layer and view the fields list instead of the table.
- Add any amount of new fields, these are going to be the new questions. Ensure they are named correctly.
- Go back to the view layer item details page. In the settings tab for the view layer, scroll down and 'Update View'.
- Add the new fields to the view layer and save the updates.
- Open the survey in ArcGIS Survey123 Connect. The new fields or questions can now be added to the XLS form. Make sure that the 'name' column matches the field name and that the 'label' column matches the display name of the fields added earlier.
- Publish the survey successfully with the new questions included.
