Duplicate of BUG-000174173Workaround
The current workaround is to uninstall the update KB5050094.
Steps to do this:
- Navigate to Start > Settings > Update & Security > Windows Update > View update history
- At the top of the page select 'Uninstall updates' and select the KB5050094 update to uninstall
- After the update has successfully been uninstalled, restart computer.
- Launch ArcMap or ArcGIS Pro and you should now be able to move layers as expected.
