Duplicate of BUG-000174121.
Workaround
The current workaround is to uninstall the KB5050094 update.
- Navigate to Start > Settings > Update & Security > Windows Update > View update history.
- At the top of the page, click 'Uninstall updates' and select the KB5050094 update to uninstall.
- After the update has successfully been uninstalled, restart the computer.
- Launch ArcGIS Desktop or ArcGIS Pro and now be able to move layers as expected.
