Duplicate of BUG-000173604Workaround
Register the cloud store via a user-assigned managed identity from ArcGIS Server Administrator Directory>data>register item. An example of the required JSON can be found within Register Data Item - Cloud store examples. Navigate to Azure Blob>User-assigned Managed Identity.
