Additional Information

This issue is fixed in ArcGIS Pro 3.3.4, so it is not needed for ArcGIS Pro 3.3.6.

Workaround

Use ArcGIS Pro 3.3.4 or higher to upgrade the enterprise geodatabase. After the geodatabase has been upgraded, the issue should be resolved.
