Workaround

1-Rebuild the address locator from ArcGIS 9.3.1 client.2- Copy and paste the address locator into a FGDB, rebuild the address locator in the FGDB and reference the data in ArcSDE 9.3.1. Then, move the address locator back into ArcSDE 9.3.1
