The dictionary style source provided in the following link, https://www.arcgis.com/home/item.html?id=21d373778d8843e5a99a8c7992816029, is the ArcGIS Pro 2.4 or ArcGIS Runtime SDK 100.6 style file. It is not supported as a web style. Use the ArcGIS Pro 2.5 or ArcGIS Runtime SDK 100.7 version, refer to the following link, https://esri-styles.maps.arcgis.com/home/item.html?id=376cedf2279e44c98a77d0f534644527. This is the same version released in ArcGIS Pro 2.5, and leveraged from the latest released version of the Military Tools for ArcGIS add-in.

Workaround

Install the Military Tools for ArcGIS add-in.

After the add-in is installed, click the Military Tools tab in the ArcGIS Pro ribbon, and select the Military Symbol Editor.
Click anywhere to enable the add-in, and create the layer package required for working with the military symbology.
Choose any one of the military symbology styles.
1. Work with mil2525d for testing.
Go to the Catalog pane, and expand the Styles folder. A style is created with the name of the symbology selected in step four.
Right-click the added Style > Share as Web Style.
Give the style a name, summary, and tags, and then click Share.
The publishing process is completed successfully.
