This issue does not reproduce on the latest release of Google Chrome 75.0.3770.142 (Official Build) (64-bit).Workaround
- Upgrade to Google Chrome 75.0.3770.142 (Official Build) (64-bit).
- Use another browser. This issue seems to be specific to Google Chrome 75.0.3770.100.
- Upgrade to Portal for ArcGIS 10.7.1.
