Additional Information

The behavior described in this issue will not be addressed in the current ArcGIS Server Manager application. A next-generation ArcGIS Server Manager application is under development and will incorporate this feedback. Use the provided workarounds for workflows in the current ArcGIS Server Manager application.

Workaround

  1. Do not share the system folder publicly.
  2. Publish from ArcMap or ArcGIS Pro.
