Unable to publish a scene service from the AP-East-1 (Hong Kong) Amazon S3 bucket and returns the error message, "Error executing tool. Publish Datasets in Data Stores Job ID <>. ERROR 999999: Something unexpected caused the tool to fail".

This issue is addressed in ArcGIS Pro.

Workaround

Utilize an Amazon Web Services (AWS) S3 bucket that is not in AP-East-1. In testing, this process has been completed successfully using AP-Northeast-2 (Seoul).
