Workaround

  • Publish from ArcGIS Pro to the AGS direct port (:6443) URL instead of the WA URL.
  • Go to the Server Manager in the web browser via WA URL. Publish directly to Server Manager instead of using ArcGIS Pro.
  • Upgrade to ArcGIS Pro 3.3
