Unable to overwrite a web layer from ArcGIS Pro that is published to a federated server when the web adaptors for the federated and hosting server are installed on the same machine.

Workaround

 

  1. Navigate to the Portal Sharing REST endpoint and log in. Click Home > Portal > Self > Servers.
  2. Update the server name for the federated server.
  3. Update the server name for the hosting server.
  4. Restart the Windows service for Portal for ArcGIS.
  5. Relaunch ArcGIS Pro to confirm that the Services URL for the respective services are correctly listed.

The order of the Servers in Portal Sharing REST seems to be triggering the behavior. When the non-hosting server is on top, the services from ArcGIS Pro can be overwritten.

It is also possible to revert back from the changes made above, and the services published to respective federated servers from ArcGIS Pro can be overwritten.
