Additional Information
it is a known limitation on the older version of ArcGIS Workforce (version 17.1.0), and there is no plan to fix it there. However, on the new version of ArcGIS Workforce (version 20.1.2), projects are opening in Turkish locale.Workaround
Change the Android operating system language setting from Turkish to English.
