Unable to navigate a map in a Fixed Panel widget if a Sidebar widget in the same panel is in the map area in ArcGIS Experience Builder.

Additional Information
Each widget has their own operational area, and even if it looks transparent, it does not mean users can operate freely. Do not stack two widgets in the same place, otherwise this will happen.Workaround
- Add a widget controlled to the Fixed Panel widget and add an Embed widget to it, however this is not as intuitive for the creator or the end user.
- Put the Map widget in one side of the Sidebar widget.
