This issue is not reproducible in ArcGIS Pro 2.8.Workaround
Remove the rotation on the map in ArcGIS Pro:
- Right-click the map in the Contents pane and open Map Properties.
- In the General section, remove the rotation to the map (i.e set to 0 degrees).
