This issue is non reproducible with ArcGIS Pro 2.2 build 11609.Workaround
In ArcGIS Pro, making a connection to the database as the data owner allows the user to make changes to existing versions created by the user. Geodatabase administration can be performed by the SDE user in ArcMap or ArcCatalog on all versions regardless of the user that created them.
