Workaround

  1. Open the image in a photo viewing app (for example, Paint).
  2. Save the image as TIFF or JPEG.
  3. Open the ArcGIS Pro interface. Go to the catalog and add the image to the map.

The image loads correctly. Proceed to georeference the image.

This has been tested in ArcMap 10.8.1, and the same issue occurs where the original image cannot be loaded into the map interface.
