Additional Information
This issue is specifically with Portal for ArcGIS 10.6.1. When adding the layer URL (for the service published to ArcGIS Server 10.6.1) to an ArcGIS Enterprise 10.7.1 portal, the issue does not replicate. ArcGIS Enterprise 10.6.1 is now retired and no longer supported, so this issue will not be addressed.Workaround
Use the service URL (MapServer) rather than the layer URL (MapServer/0).
